Alberta offers one key pathway without a job offer:
Alberta Express Entry Stream – Priority Sectors Pathway
Eligible candidates must:
- Have an active federal Express Entry profile
- Minimum CRS score of 300
- Work in high-demand sectors such as:
- Construction
- Agriculture
- Aviation
- Manufacturing
Manitoba – Manitoba Provincial Nominee Program
Manitoba offers two no-job-offer options:
Skilled Worker Overseas Pathway
Applicants must:
- Score at least 60 points
- Show connection to Manitoba (family, past education/work or Strategic Recruitment invitation)
Graduate Internship Pathway
For master’s or PhD graduates from Manitoba who:
- Completed degree within 3 years
- Have CLB 7 language score
- Completed Mitacs internship
- Currently reside in Manitoba
New Brunswick – New Brunswick Provincial Nominee Program
Two pathways available without a job offer:
Express Entry – Interests Pathway
- Valid Express Entry profile
- Letter of interest from NB
- 67 points on selection grid
Strategic Initiative – Francophone Pathway
- 67 points
- French NCLC 5
- High school diploma
- NB letter of interest OR in-province study/work
Nova Scotia – Nova Scotia Nominee Program
Nova Scotia Express Entry Stream
Requires:
- Active Express Entry profile
- 1 year TEER 0–3 work experience
- Minimum CLB 5–7 (depending on occupation)
- High school diploma
Ontario – Ontario Immigrant Nominee Program
Ontario offers four major streams without a job offer:
Express Entry Human Capital Priorities
- Express Entry profile
- CLB 7
- Bachelor’s, Master’s or PhD
French-Speaking Skilled Worker
- Express Entry profile
- CLB 6 English
- NCLC 7 French
- Bachelor’s degree or higher
Master’s Graduate Stream
- CLB 7
- Master’s from eligible Ontario university
- 1 year residence in Ontario
PhD Graduate Stream
- PhD from eligible Ontario university
- 2 years study in Ontario
- Apply within 2 years of graduation

Prince Edward Island – Prince Edward Island Provincial Nominee Program
PEI Express Entry (Non-Job Offer Pathway)
- Valid Express Entry profile
- Meet federal eligibility requirements
Priority is given to candidates living and working in PEI.
Saskatchewan – Saskatchewan Immigrant Nominee Program
Two streams available:
Occupation In Demand
- 60 points on SINP grid
- CLB 4
- 1 year skilled work experience
- Post-secondary education
Saskatchewan Express Entry
- Express Entry profile
- 60 SINP points
- Relevant education & experience
How PNP Permanent Residence Works
Getting PR through PNP is a two-step process:
- Obtain provincial nomination
- Apply to Immigration, Refugees and Citizenship Canada (IRCC) for PR
If nominated through an Express Entry-aligned stream:
- You receive 600 additional CRS points
- Almost guaranteed Invitation to Apply (ITA)
If nominated through base PNP:
- Apply directly to federal government with nomination certificate
Provinces That Currently Require a Job Offer
The following provinces do not offer worker/student PNP pathways without a job offer:
- British Columbia
- Newfoundland and Labrador
- Northwest Territories
- Yukon
Note: Quebec and Nunavut do not operate PNP programs.
