Invitations to Apply (ITAs) were issued to candidates this week by Ontario and Manitoba provinces through their Provincial Nomination Programs (PNPs). Provincial Nomination can act as the first step towards gaining residence from Immigration, Refugees and Citizenship Canada (IRCC). Except for Quebec and Nunavut, most Canadian Provinces operate their own Provincial Nomination Programs. Immigration Programs of Quebec are administered by Province and they are distinct from Canada’s immigration programs. PNP began in 1998 and the annual number of PNP admissions has steadily increased ever since. Now PNP accounts for 105,000 admissions per year. It is considered an effective tool according to both federal and provincial governments to promote economic development outside of urban centers

Manitoba
16 candidates were invited to Manitoba on December 29 through special immigration measures implemented by IRCC in response to the situation in Ukraine. Candidate must be a citizen of Ukraine, have a minimum of CLB 4 in each language band, have blood relatives in Manitoba, have past study or work experience in Manitoba, have a valid language test, and score at least 60 points according to Manitoba Provincial Nominee Program (MPNP) assessment criteria in order to receive a nomination for the MPNP.
Ontario
Ontario is the most populous province of Canada which welcomes the highest number of newcomers each year. It also has the largest allocation of ITAs (invitations to Apply) available under any PNP in Canada. Ontario was able to issue invitations to 9750 candidates for 2022. Ontario issued 725 letters of interest to candidates in the Master’s Graduate Stream of the Ontario Immigration Nominee Program (OINP) on December 21. Candidates must have a Master’s degree from an eligible university in Ontario, must have legally lived in Ontario for at least one year in the past two years, CLB level 7 or higher (English or French) to be eligible for this stream. The maximum number of candidates allocated for the year were invited on December 22 as per the announcement of the province. New applications and applications already submitted to the OINP will continue to be accepted and considered under the program’s 2023 nomination allocation as stated by the Province.
