The Newfoundland and Labrador Immigration program is an economic immigration program that is designed to help skilled and experienced immigrants and their families to come to Newfoundland and Labrador so they can live and work here. Applicants are required to meet certain criteria, including having a job or job offer, the capability to reasonably establish and plan to live in the province, and to be nominated for PR (permanent residency).

Successful candidates will receive a Newfoundland and Labrador Provincial Nominee Certificate. It will accelerate the Canada Immigration Visa application process. NLPNP is the Provincial Nominee Program of Newfoundland and Labrador province. Prospective immigrants, if qualified, receive the Newfoundland and Labrador Provincial Nomination Certificate.

Skilled Worker

Under this category, the NLPNP accepts applications from individuals who have received a guaranteed job offer from a Newfoundland and Labrador employer. Individuals who are currently working in the province on a valid work permit are likely to be eligible as well.

Express Entry Skilled Worker

The NL Express Entry Skilled Worker category allows the NLPNP to nominate competent candidates with job offers through the federal Express Entry immigration selection system. All those potential immigrants who have been accepted into the federal Express Entry pool are likely to apply to the NL Express Entry Skilled Worker category.
Individuals nominated by the NLPNP will receive extra points under the Comprehensive Ranking System, which results in an ITA (Invitation to Apply) for Canadian permanent residence.

International Graduate

The NLPNP accepts applications under this category from recent graduates of an eligible Canadian post-secondary institution that remain in Canada on a Post-Graduate Work Permit. Applicants should have a current job or a job offer from a Newfoundland and Labrador employer. Also, they must be working in their field of study at the time of application.

Atlantic Immigration Pilot

Launched in 2017, Atlantic Immigration Pilot is an employer-driven program. This program was launched for addressing skills gaps and labour market needs in the four Canadian Atlantic Provinces (including Newfoundland and Labrador). Atlantic Provinces (including Newfoundland and Labrador).

International Graduate Entrepreneur

This category is designed for foreign nationals (with experience owning and handling business) who are looking to invest in buying and handling a business in Newfoundland and Labrador. Applicants are required to have business management experience and significant personal net worth. To receive a nomination for permanent resident status, the graduate entrepreneur should fulfill certain criteria outlined by the Office of Immigration and Multiculturalism.

International Entrepreneur

Business owners or senior business managers with relevant experience looking for a permanent residency in Newfoundland and Labrador are likely to apply through this category. Aspirants are required to start a new business or purchase an existing one in the province and actively participate in its daily management. A nomination for permanent residency will probably be awarded to the applicant after a year of business operation.

Eligibility Requirements for Newfoundland and Labrador Immigration Program

Here is a list of eligibility requirements for the Newfoundland and Labrador Immigration program:

  • Skills, training, qualifications, and/or accreditation required for the job
  • Be 21 to 59 years old
  • The applicant is required to have the intention of settling permanently in Newfoundland and Labrador
  • Score 67 points out of 100 as a minimum on the PNP point assessment grid (applicable for the Express Entry category)
  • Have an IRCC (Immigration, Refugees and Citizenship Canada) Post-Graduation Work Permit (PGWP)
  • Be accepted into the Express Entry pool of the IRCC and have an applicable Express Entry key code
  • The applicant is required to have enough funds for settlement
  • Language proficiency
  • Proof of eligibility for provincial licensure or certification to work in regulated professions, including a physician, nurse, and engineer.
  • If the applicant has an ownership stake in a business in which they are employed, the share of ownership in the applicant cannot surpass 10%.
  • Have a Canadian post-secondary degree or diploma, or an ECA (short for Educational Credential Assessment)
  • Applicants who are In-Canada Refugee Claimants can only apply for a Provincial Nominee Program (PNP) or Atlantic Immigration Pilot Program (AIPP) from outside Canada
