
Manitoba has issued 29 invitations to skilled worker candidates under the Skilled Worker Stream of the Manitoba Provincial Nominee Program (MPNP). Most of these invitations went to applicants already residing in the province on facilitated work permits.
The invitations, known as Letters of Advice to Apply (LAAs), were sent to candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. All were directly invited through the MPNP’s strategic recruitment initiatives aimed at addressing Manitoba’s specific labour market needs.
MPNP Draw Details
The latest draw was held on October 31, 2025, where 29 candidates were invited to apply for provincial nomination. The distribution of LAAs under various strategic initiatives was as follows:

Of the total 29 invitations, nine candidates had a valid Express Entry profile number and job seeker validation code.
Why Some Candidates May Not Have Been Selected
The MPNP clarified that some candidates who met the criteria may not have received an invitation due to:
- Missing or expired language test results, or invalid test numbers in their Expression of Interest (EOI); or
- Invalid or missing invitation numbers under a strategic recruitment initiative.
Manitoba’s Focus on Targeted Immigration
This year, Manitoba has continued to focus its draws on strategic recruitment initiatives within the Skilled Worker Stream. These targeted draws allow the province to identify and invite individuals whose skills best match current labour shortages.
Through collaboration with employers, regional communities, and cultural organizations, the MPNP ensures that selected candidates have both the right skills and strong settlement potential in Manitoba.
The recent draw also maintained Manitoba’s emphasis on candidates eligible under the Temporary Public Policy (TPP), which facilitates open work permits (OWPs) for prospective provincial nominees. This policy, supported jointly by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba, aims to streamline the transition from temporary work to permanent residency.
