
Canada’s immigration landscape continues to evolve as the Manitoba Provincial Nominee Program (MPNP) has announced a major update for temporary foreign workers seeking permanent residency in Canada.
The province of Manitoba will now conduct targeted immigration draws for eligible candidates holding Manitoba-specific work permits issued under the Temporary Public Policy (TPP) designed for Provincial Nominee Program candidates.
The announcement was officially released by Manitoba immigration authorities on May 1 and is expected to provide relief and new opportunities for many skilled foreign workers already employed in the province.
According to the update, all eligible candidates who previously received a Manitoba Support Letter under the temporary policy can expect to receive an Invitation to Apply (ITA) for provincial nomination in upcoming MPNP draws.
This development reinforces Manitoba’s commitment to retaining skilled workers already contributing to the province’s economy and labor market.
Manitoba to Prioritize Candidates Approved Between April and June 2025
The province confirmed that invitations will be issued based on the Support Letter approval date.
Currently, Manitoba is prioritizing candidates whose Support Letters were approved between April 22 and June 30, 2025.
Eligible applicants will receive their Invitations to Apply directly through the email address submitted during their Support Letter application process.
Candidates approved after June 30, 2025, are expected to receive updates from Manitoba immigration authorities in future rounds.
Who Qualifies for the Manitoba TPP ITA Code?
The Manitoba Provincial Nominee Program clarified that receiving an ITA does not automatically mean a candidate can claim the TPP ITA code in their Expression of Interest (EOI) profile.
Applicants must meet several eligibility conditions, including:
- Holding a valid Manitoba-specific Open Work Permit issued under the TPP;
- Working full-time in Manitoba in a long-term position;
- Completing at least six months of continuous full-time employment with a Manitoba employer;
- One year of employment may be required for graduates from institutions outside Manitoba;
- Meeting all educational, licensing, training and occupational requirements;
- Demonstrating sufficient English or French language ability;
- Showing strong long-term ties and settlement intentions in Manitoba.
The province also requires applicants to submit a settlement plan explaining their intention to permanently live and work in Manitoba.
Alternative Pathway for Certain Candidates
The MPNP noted that individuals who do not meet the Skilled Worker in Manitoba criteria with their current employer may still be eligible through the Skilled Worker Overseas stream.
Applicants in this category must submit a new EOI profile and include their unique ITA code and invitation number.
Manitoba Continues Supporting Skilled Foreign Workers
The Temporary Public Policy officially expired on December 31, 2025, while Manitoba stopped accepting new Support Letter applications on December 15, 2025.
However, the province’s latest announcement demonstrates Manitoba’s ongoing efforts to transition eligible temporary workers toward permanent residence pathways.
As labor shortages continue across Canada, Manitoba remains one of the leading provinces actively supporting skilled immigrants through provincial nomination programs.
