Immigration, Refugees and Citizenship Canada (IRCC) has conducted another Express Entry draw, issuing 399 Invitations to Apply (ITAs) to candidates nominated under the Provincial Nominee Program (PNP).
Candidates invited in this draw were required to have a minimum Comprehensive Ranking System (CRS) score of 731. Additionally, only those who had created their Express Entry profile before 7:18 a.m. (UTC) on October 18, 2025, were considered.

This was the fourth Express Entry draw held in December, following a healthcare and social services occupation draw on December 11, the largest Canadian Experience Class (CEC) draw in the last 16 months on December 10, and the largest PNP-specific draw of the year on December 8.
So far this year, IRCC has issued a total of 106,998 ITAs through the Express Entry system, reflecting Canada’s continued focus on meeting labour market and regional immigration needs.
Express Entry draws in 2025 have been largely focused on Provincial Nominee Program candidates, indicating the growing importance of provincial nominations in securing Canadian permanent residence. Alongside PNP draws, IRCC has also invited candidates from the Canadian Experience Class (CEC), French-language proficiency category, and other priority occupation streams.
