
On December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) issued nearly 185 invitations for provincial nomination. Under its Skilled Worker Stream, candidates were selected from both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

In total, the December draw, the first of the month, issued 184 Letters of Advice to Apply (LAAs), making it the largest single draw by volume since October 9, 2025.
Selected candidates had been invited through strategic recruitment initiatives, either via Skilled Worker in Manitoba or Skilled Worker Overseas. Since June 2025, the MPNP has increasingly focused on inviting candidates through such recruitment efforts.
Here’s how the LAAs were distributed by recruitment initiative:

Of the 184 LAAs issued in Expression of Interest (EOI) Draw #259, 61 went to candidates who had a valid Express Entry profile number and job seeker validation code.
The largest share of LAAs (126) went under the Temporary Public Policy (TPP), which allows prospective provincial nominees in Manitoba (or Yukon) to obtain open work permits (OWPs).
To apply, candidates must first secure a Manitoba Support Letter; the province is accepting support-letter applications until December 16, 2025 at 12:59 a.m. EDT. Once they have the letter, they can apply to Immigration, Refugees and Citizenship Canada (IRCC) for a work permit before the TPP expires on December 31, 2025.
Why Some Eligible Candidates Weren’t Invited
The MPNP explains that even if an Expression of Interest (EOI) profile met the eligibility criteria, a candidate might have been excluded because:
- They entered an approved third-party English or French language test, but did not provide a valid test number, or their test result had expired.
- They claimed to be invited through a strategic recruitment initiative, but didn’t supply a valid invitation number.
What Are Strategic Recruitment Initiatives?
Strategic recruitment initiatives are employer- or community-driven efforts to help Manitoba fill labour-market gaps with skilled international workers. Candidates are evaluated on language proficiency, education, professional background, age, and whether their profile matches stream-specific requirements.
Employers participating in these initiatives must complete Manitoba’s “ABC Recruitment Process” and meet certain eligibility criteria before forwarding qualified applicants via the province’s Employer Services division.
If a candidate has strong ties to another Canadian province or territory such as prior work or education outside Manitoba the province may decide they are unlikely to settle long-term and decline their application, either from Employer Services or MPNP.
