
Manitoba has once again opened its doors to skilled professionals from around the world. On November 6, the Manitoba Provincial Nominee Program (MPNP) conducted its first immigration draw of the month, inviting 47 skilled workers to apply for provincial nomination.
These invitations were issued under the Skilled Worker Stream, targeting candidates who had previously declared being invited by the MPNP through a strategic recruitment initiative. With this draw, Manitoba continues its commitment to welcoming global talent, having already conducted 22 immigration draws so far this year.
Draw Highlights
In this draw, Manitoba issued 47 Letters of Advice to Apply (LAAs) through two pathways under its Skilled Worker Stream:
- Skilled Worker in Manitoba
- Skilled Worker Overseas
Out of the total invitations, 10 candidates had valid Express Entry profiles and job seeker validation codes.
Here’s how the invitations were distributed among various strategic recruitment initiatives:

Candidates who received invitations under these initiatives are eligible for 500 additional points in their Expression of Interest (EOI) profile, giving them a better chance of being selected for provincial nomination.
Important Notes from MPNP
The MPNP also shared that some candidates who met the selection criteria may not have received an LAA for a few reasons, such as:
- They claimed to have completed a valid English or French language test but did not enter a valid test number, or their test had expired.
- They mentioned being invited under a strategic recruitment initiative but failed to provide a valid invitation number.
Moreover, while the draw included candidates claiming full Manitoba licensure in regulated occupations, the program clarified that applications might still be refused if they fail to provide proof of completed provincial licensing steps or if the applicant is not genuinely working in a regulated profession.
Manitoba’s Updated Nomination Allocation
Earlier this year, the federal government reduced nomination allocations for most Provincial Nominee Programs (PNPs) by 50% compared to the previous year. However, Manitoba successfully appealed this decision and received 1,489 additional nomination slots in October.
With this increase, Manitoba’s total nomination allocation for the year has risen to 6,239, recovering 65% of its 2024 quota of 9,500 spots.
Manitoba is not alone in benefiting from increased allocations; most provinces and territories (except Ontario and Prince Edward Island) have also received higher nomination limits after further discussions with the federal government.
A Positive Outlook for Skilled Immigrants
The federal government’s 2026–2028 Immigration Levels Plan, released recently, announced a 66% rise in permanent resident admission targets for 2026. This indicates a strong focus on welcoming more newcomers to Canada in the coming years.
Although the exact number of nominations each province will receive has not yet been finalized, Manitoba is expected to secure a higher allocation, allowing more skilled workers to build their future in the province.
