
Quebec has conducted another major immigration draw under its Skilled Worker Selection Program (PSTQ), inviting 2,555 skilled foreign workers to apply for permanent immigration selection on April 30, 2026.
The latest Quebec immigration draw was conducted by the Ministry of Immigration, Francization and Integration (MIFI) and targeted candidates across all four PSTQ streams, including highly skilled professionals, intermediate and manual workers, regulated occupation professionals and exceptional talent candidates.
The draw reflects Quebec’s continued efforts to address labour shortages in critical sectors such as healthcare, skilled trades, manufacturing, education and professional services.

The Regulated Professions stream received the highest number of invitations, highlighting Quebec’s increasing demand for licensed healthcare workers and regulated professionals.
Stream 1: Highly Qualified and Specialized Skills
Under Stream 1, Quebec invited 983 candidates currently residing in Quebec and employed in TEER 0, 1 or 2 occupations.

Eligibility Requirements
Candidates under this stream needed:
- Quebec work experience of at least 12 months;
- Quebec educational credentials in certain exercises;
- Competitive scores ranging from 571 to 716;
- Occupations aligned with Quebec labour market priorities.
Quebec continues prioritizing candidates with local education and work experience under its immigration strategy.
Stream 2: Intermediate and Manual Skills
Quebec also invited 506 workers under the Intermediate and Manual Skills stream, targeting workers employed in TEER 3 to 5 occupations.

Applicants were required to demonstrate:
- At least 12 months of Quebec work experience;
- Quebec diplomas in some exercises;

This stream mainly supports labour shortages in sectors such as construction, transportation, manufacturing, hospitality and essential services.
Stream 3: Regulated Professions Dominates Draw
The Regulated Professions stream accounted for the majority of invitations, with 1,058 invitations issued across six exercises.

The draw targeted professionals working in regulated occupations including physicians and healthcare professionals.
Some exercises required:
- French oral proficiency level 5 or above;
- Occupations listed among Quebec’s priority professions;
- Professional authorization from Quebec regulatory authorities.
No minimum score requirement applied to physician candidates invited in this draw.
Stream 4: Exceptional Talent Invitations Increase
Quebec also invited 8 candidates through its Exceptional Talent stream, which targets globally recognized individuals with outstanding achievements and advanced qualifications.
Applicants required:
- Exceptional achievements recognized by MIFI;
- Doctorate-level qualifications in some cases;
- Minimum 36 months of work experience within the last five years.
Quebec Immigration Continues to Focus on Labour Market Needs
The latest PSTQ draw confirms Quebec’s focus on selecting candidates who already contribute to the province’s economy through local work experience, education, French-language proficiency and expertise in in-demand occupations.
Healthcare workers, regulated professionals, trades workers and skilled labour candidates continue to receive strong priority under Quebec’s immigration system.
With labour shortages continuing across several industries, Quebec is expected to hold additional PSTQ invitation rounds throughout 2026.
