Manitoba Issues Invitations to Skilled Workers in Latest MPNP Draw

Manitoba has issued 63 Letters of Advice to Apply (LAAs) under the Manitoba Provincial Nominee Program (MPNP) through the Skilled Worker Stream. The draw was held on December 18, 2025.

Invitations were issued to candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways who indicated they had received a direct invitation from the MPNP as part of a strategic recruitment initiative.

MPNP Draw Results

The 63 invitations were distributed across several strategic recruitment categories, with priority given to Francophone candidates and individuals currently employed in Manitoba:

• Employer Services: 10 invitations
• Francophone Community: 27 invitations
• Regional Communities: 5 invitations
• Temporary Public Policy (TPP): 21 invitations

Out of the 63 invited candidates, eight applicants confirmed that they had an active Express Entry profile.

Why Some Eligible Candidates May Not Have Received an Invitation

The MPNP noted that candidates who met the selection criteria but did not receive an LAA may have been excluded due to one or more of the following reasons:

• A missing or invalid English or French language test number, or an expired language test result listed in the Expression of Interest (EOI); or
• An invalid or missing strategic recruitment invitation number in the EOI profile.

Understanding the Strategic Recruitment Categories

Employer Services (10):
This initiative supports approved Manitoba employers in retaining skilled workers by endorsing eligible candidates for provincial nomination.

Francophone Community (27):
For MPNP purposes, a Francophone candidate is defined as an individual whose French language proficiency is equal to or higher than their English, supported by an MPNP-approved language test.

Regional Communities (5):
These initiatives aim to address labour shortages and population needs in communities outside Winnipeg, in collaboration with local employers, municipalities, and settlement agencies.

Temporary Public Policy (TPP) (21):
This category relates to Manitoba’s participation in a temporary federal policy that allowed certain provincial nominee candidates to receive work permit support letters.

It is important to note that Manitoba stopped accepting new work permit support letter submissions after December 16, 2025 (12:59 a.m. EDT) under this temporary policy.
