Canada is preparing for a significant transformation of its immigration system, as Immigration, Refugees and Citizenship Canada (IRCC) proposes to replace the current Express Entry programs with a new, simplified pathway.
The proposed changes were revealed in IRCC’s Forward Regulatory Plan for 2026–2028, outlining key reforms expected over the next two years.

Express Entry remains Canada’s primary system for managing permanent residence applications under economic immigration programs. In 2025 alone, Canada issued 117,998 invitations to apply for permanent residence through various Express Entry draws.
Candidates must first qualify for one of the eligible programs to enter the Express Entry pool. Once in the pool, profiles are ranked using the Comprehensive Ranking System (CRS).
Top-ranking candidates receive Invitations to Apply (ITAs) and must submit a complete application within 60 days, including all supporting documents. IRCC aims to process most applications within six months.
