Canada Plans Major Express Entry Overhaul with New Immigration Program

Canada is preparing for a significant transformation of its immigration system, as Immigration, Refugees and Citizenship Canada (IRCC) proposes to replace the current Express Entry programs with a new, simplified pathway.

The proposed changes were revealed in IRCC’s Forward Regulatory Plan for 2026–2028, outlining key reforms expected over the next two years.

Proposed Changes to Express Entry

Under the new plan, IRCC intends to:

• Eliminate existing immigration programs, including:
  • Federal Skilled Worker Class (FSWC)
  • Canadian Experience Class (CEC)
  • Federal Skilled Trades Class (FSTC)
• Introduce a single, streamlined immigration program with simplified eligibility criteria

While detailed information about the new program is yet to be released, IRCC aims to create a more efficient system that benefits both applicants and employers.

Focus on Economic Growth and Talent

The new system is expected to strengthen Canada’s workforce by attracting a diverse pool of international talent. According to IRCC, the changes will help address evolving labour market needs and make the immigration process easier to understand and navigate.

Consultation and Timeline

These reforms are currently in the proposal stage. IRCC plans to begin consultations with stakeholders, partners, and the public in Spring 2026. Further details will be shared through official consultation channels during this period.

If implemented, this overhaul would represent one of the most significant changes to Canada’s immigration system since Express Entry was introduced in 2015.

Express Entry: A Key Immigration Pathway

Express Entry remains Canada’s primary system for managing permanent residence applications under economic immigration programs. In 2025 alone, Canada issued 117,998 invitations to apply for permanent residence through various Express Entry draws.

How Express Entry Works

Candidates must first qualify for one of the eligible programs to enter the Express Entry pool. Once in the pool, profiles are ranked using the Comprehensive Ranking System (CRS).

Top-ranking candidates receive Invitations to Apply (ITAs) and must submit a complete application within 60 days, including all supporting documents. IRCC aims to process most applications within six months.

Current Express Entry Programs

The existing system includes three major pathways:

• Canadian Experience Class (CEC): For candidates with at least one year of recent skilled work experience in Canada.
• Federal Skilled Worker Program (FSWP): For skilled professionals with relevant work experience, education, and language proficiency.
• Federal Skilled Trades Program (FSTP): For qualified tradespersons with work experience, language skills, and a valid job offer or certification.

What This Means for Applicants
