Newfoundland and Labrador has issued a fresh set of invitations for provincial immigration candidates, marking the third round of invitations in 2025 under its new Expression of Interest (EOI) system, which was launched earlier this year in February.
The latest round took place on May 29, 2025, targeting candidates who had submitted EOIs under two immigration streams: the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
In this round, a total of 405 invitations were issued, which is higher than the number of invitations issued in the province’s previous two rounds. This reflects the province’s ongoing efforts to welcome more skilled newcomers to support its labor market and economic growth.

According to newly released data, Newfoundland and Labrador issued:
This brings the total number of invitations in 2025 to 838 under the NLPNP, and 151 invitations under the AIP, across the three rounds conducted so far this year.
The province’s total nomination allocation for 2025 has been set at 2,525 spots. This follows a successful negotiation with the federal government that allowed Newfoundland and Labrador to recover 1,000 economic immigration spaces, after an earlier reduction in its allocation.
Those interested in immigrating to Newfoundland and Labrador must first submit an Expression of Interest through the province’s online Immigration Accelerator platform.
Key points about submitting an EOI:
Candidates currently outside of Canada must obtain a special “invite code” from their prospective employer to apply. Without this code, applications to the NLPNP or AIP cannot be submitted.
However, those already in Canada are not required to provide this code. Once an ITA is received, applicants have 60 days to complete and submit their application.
Prior to the launch of the EOI system, immigration hopefuls could apply directly to the province without having to go through a pre-selection process. The current system is designed to better manage interest and streamline selection for both the province and candidates.
As Newfoundland and Labrador continues to grow its economy and address labor shortages, these regular draws signal the province’s commitment to welcoming more immigrants through strategic immigration pathways.
