North Bay has officially released its list of priority sectors and occupations under the Rural Community Immigration Pilot (RC IP), a federal initiative designed to help smaller Canadian communities attract and retain skilled foreign workers.
The RCIP offers a direct pathway to permanent residence for individuals who secure job offers from approved employers in designated rural communities. North Bay, located in Northern Ontario, is one of 14 communities participating in this pilot. The region’s RCIP coverage extends across the Nipissing and Parry Sound districts, as well as the Town of Latchford.
Each participating RCIP community is allowed to select up to five sectors that align with its local labour market needs. North Bay has identified the following sectors as priorities:
Only employers operating within these sectors are eligible to receive designation to hire foreign workers under the RCIP.
North Bay has also published a list of priority occupations based on Canada’s National Occupation Classification (NOC) codes. These occupations are aligned with the selected sectors and reflect the most critical workforce gaps in the region.

The RCIP is an employer-driven immigration program. To apply for permanent residency under the RCIP, a foreign national must have a valid job offer from a designated employer in one of the approved sectors. The job must also match a listed NOC code under the community’s RCIP guidelines.
Designated employers are vetted and approved by a local economic development organization. Once designated, they can extend job offers to eligible foreign candidates who meet RCIP criteria.
