North Bay Announces Priority Sectors and Occupations for RCIP

North Bay has officially released its list of priority sectors and occupations under the Rural Community Immigration Pilot (RC IP), a federal initiative designed to help smaller Canadian communities attract and retain skilled foreign workers.

What is the RCIP?

The RCIP offers a direct pathway to permanent residence for individuals who secure job offers from approved employers in designated rural communities. North Bay, located in Northern Ontario, is one of 14 communities participating in this pilot. The region’s RCIP coverage extends across the Nipissing and Parry Sound districts, as well as the Town of Latchford.

North Bay’s Priority Sectors

Each participating RCIP community is allowed to select up to five sectors that align with its local labour market needs. North Bay has identified the following sectors as priorities:

• Business, finance, and administration
• Health
• Education, law and social, community, and government services
• Sales and service
• Trades and transport

Only employers operating within these sectors are eligible to receive designation to hire foreign workers under the RCIP.

In-Demand Occupations

North Bay has also published a list of priority occupations based on Canada’s National Occupation Classification (NOC) codes. These occupations are aligned with the selected sectors and reflect the most critical workforce gaps in the region.

Why Priority Sectors and Occupations Matter

The RCIP is an employer-driven immigration program. To apply for permanent residency under the RCIP, a foreign national must have a valid job offer from a designated employer in one of the approved sectors. The job must also match a listed NOC code under the community’s RCIP guidelines.

Designated employers are vetted and approved by a local economic development organization. Once designated, they can extend job offers to eligible foreign candidates who meet RCIP criteria.

North Bay joins a growing list of communities that have already shared their sectoral priorities, including:

• Timmins
• Brandon
• Sault Ste. Marie
• Thunder Bay
• North Okanagan-Shuswap

Many of the remaining communities in the RCIP are expected to release their lists soon.

Eligibility Requirements for RCIP Applicants

In addition to a job offer from a designated employer, applicants must meet the following criteria:

• Have at least one year (1,560 hours) of relevant work experience within the past three years, unless eligible under the international graduate exemption
• Meet minimum language proficiency requirements
• Possess a Canadian educational credential or an equivalent foreign qualification
• Demonstrate sufficient financial resources to support themselves and any accompanying family members during the transition to life in the community
