Canada Confirms Launch Date of PR Pathways for Home Care Workers

Immigration, Refugees and Citizenship Canada (IRCC) has announced that new immigration pilots for home care workers, called the “Home Care Worker Immigration Pilots,” will officially open on March 31, 2025. These programs aim to provide a streamlined path to permanent residence (PR) for eligible caregivers.

Replacing Previous Caregiver Pathways

The new pilots will replace older caregiver immigration pathways, such as the Home Child Care Provider Pilot and Home Support Worker Pilot, which were closed in 2024. Unlike the previous programs, the new pilots will allow eligible home care workers to receive permanent residence upon their arrival in Canada.

Eligibility Criteria

To qualify for the Home Care Worker Immigration Pilots, foreign nationals must meet the following requirements:

• Language proficiency: Achieve a Canadian Language Benchmark (CLB) level 4 in an official language.

• Education: Possess a credential equivalent to a Canadian high school diploma.

• Work experience: Have recent and relevant work experience.

• Job offer: Secure a full-time job offer for a home care position.

Previously, as of June 16, 2024, candidates for caregiver immigration programs needed just six months of eligible work experience to qualify for permanent residence. IRCC has yet to release additional details about these new pathways.  

A Brief History of Caregiver Immigration Pathways

IRCC initially announced its plans for the new pilots on June 3, 2024. Later, on June 17, 2024, the Home Child Care Provider Pilot and Home Support Worker Pilot were officially closed, temporarily halting specialized caregiver immigration pathways. Canada has previously introduced various caregiver immigration programs, including:

• Live-in Caregiver Program (closed in 2014)
• Caring for Children Pilot (closed in 2019)
• Caring for People with High Medical Needs Pilot (closed in 2019)
• Interim Pathway for Caregivers Program (closed in 2019)
• Home Child Care Provider Pilot and Home Support Worker Pilot (closed in 2024)

Immigration Levels Plan 2025-2027

Under its 2025-2027 Immigration Levels Plan, IRCC has allocated 10,920 spots for “Federal Economic Pilots,” which include the new caregiver programs, the Agri-Food Pilot, Community Immigration Pilots, and the Economic Mobility Pathways Pilot. The exact number of admissions for the Home Care Worker Immigration Pilots is yet to be confirmed.
