Quebec Issues 2,555 Invitations in Major PSTQ Immigration Draw Across All Streams

Quebec has conducted another major immigration draw under its Skilled Worker Selection Program (PSTQ), inviting 2,555 skilled foreign workers to apply for permanent immigration selection on April 30, 2026.

The latest Quebec immigration draw was conducted by the Ministry of Immigration, Francization and Integration (MIFI) and targeted candidates across all four PSTQ streams, including highly skilled professionals, intermediate and manual workers, regulated occupation professionals and exceptional talent candidates.

The draw reflects Quebec’s continued efforts to address labour shortages in critical sectors such as healthcare, skilled trades, manufacturing, education and professional services.

Under Stream 1, Quebec invited 983 candidates currently residing in Quebec and employed in TEER 0, 1 or 2 occupations.

Eligibility Requirements

Candidates under this stream needed:

• Quebec work experience of at least 12 months;

• Competitive scores ranging from 571 to 716;
• Occupations aligned with Quebec labour market priorities.

Quebec continues prioritizing candidates with local education and work experience under its immigration strategy.

Stream 2: Intermediate and Manual Skills

Quebec also invited 506 workers under the Intermediate and Manual Skills stream, targeting workers employed in TEER 3 to 5 occupations.

The Regulated Professions stream accounted for the majority of invitations, with 1,058 invitations issued across six exercises.

Stream 4: Exceptional Talent Invitations Increase

Quebec also invited 8 candidates through its Exceptional Talent stream, which targets globally recognized individuals with outstanding achievements and advanced qualifications.

Applicants required:

• Exceptional achievements recognized by MIFI;
• Doctorate-level qualifications in some cases;
• Minimum 36 months of work experience within the last five years.
