How PNP Permanent Residence Works

Getting PR through PNP is a two-step process:

  1. Obtain provincial nomination
  2. Apply to Immigration, Refugees and Citizenship Canada (IRCC) for PR

If nominated through an Express Entry-aligned stream:

  • You receive 600 additional CRS points
  • Almost guaranteed Invitation to Apply (ITA)

If nominated through base PNP:

  • Apply directly to federal government with nomination certificate

Provinces That Currently Require a Job Offer

The following provinces do not offer worker/student PNP pathways without a job offer:

  • British Columbia
  • Newfoundland and Labrador
  • Northwest Territories
  • Yukon

Note: Quebec and Nunavut do not operate PNP programs.

If you don’t have a job offer, you still have multiple provincial pathways available in 2026.

Your eligibility depends on:
