Ontario Suspends Express Entry Pathway for Skilled Trades Workers

Ontario has officially suspended its Express Entry Skilled Trades Stream under the Ontario Immigrant Nominee Program (OINP), and the decision has taken effect immediately. The province has cited large-scale misrepresentation issues as the key reason behind shutting down this pathway.

Because of the suspension, applicants who were already in process under the Skilled Trades Stream will no longer be able to move forward with their provincial nomination. Ontario has also stopped accepting new applications to this stream and will return all pending submissions. Applicants whose files are being returned will receive a complete refund of their application fees.

At this time, the OINP has not confirmed whether the Skilled Trades Stream will open again in the future.

What Are the Alternatives for Applicants? 

1. Express Entry Trade Category

Applicants who were targeting Ontario’s Skilled Trades Stream may find a smooth alternative through Express Entry’s Trade occupation category. Since the OINP stream required a valid Express Entry profile, many candidates already meet the basic setup.

Trade category draws often have lower CRS cut-offs compared to general draws. For example:

• The latest Trade Category draw required 505 CRS,
• While the most recent CEC draw required 533 CRS.

To qualify under the Trade category, candidates must:

• Meet the eligibility requirements for Express Entry (CEC, FSW, or FST).
• Have at least six months of work experience in a relevant trade occupation in the last three years.

The OINP has made it clear that affected candidates can submit new profiles under other streams if they meet the required eligibility.

Ontario offers two types of PNP streams:

Enhanced (Express Entry–Aligned) Streams

• Express Entry Human Capital Priorities Stream
• Express Entry French-Speaking Skilled Worker Stream

These streams invite candidates directly from the Express Entry pool.

Base (EOI System) Streams

These require candidates to apply through OINP’s Expression of Interest portal:

• Employer Job Offer: Foreign Worker Stream
• Employer Job Offer: International Student Stream
• Employer Job Offer: In-Demand Skills Stream
• Masters Graduate Stream
• PhD Graduate Stream

Why Did Ontario Shut Down the Skilled Trades Stream?

Ontario’s decision comes after a detailed internal review. The province found widespread misrepresentation and fraud tied to the Skilled Trades Stream’s eligibility rules. Because of this, the OINP concluded that it could not accurately assess whether applicants genuinely met the program conditions.

The review also highlighted that the design of the stream made it vulnerable to systemic misuse. This created challenges in nominating applicants who could genuinely support Ontario’s labour market.

Additionally, Ontario has received a significant reduction in its nomination allocation for 2025, making the province more cautious about how it distributes nominations. With fewer spots available, OINP is now prioritizing programs that offer more transparency and align directly with labour market needs. As a result, the Skilled Trades Stream has been closed to protect program integrity and ensure better allocation of limited nomination spaces.
